Notice of Contract Action (NOCA) - WOSB Sole Source - CRM Implementation Services

This is a public notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 – Synopsis of Proposed Contract Actions.This is not a solicitation for a Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZRB will take procurement action in the matter. No reimbursement will be made for any costs associated with providing information in response to this NOCA or any follow-up information requests.

The AFTC Contracting Directorate (AFTC/PZRB), Edwards AFB intends to negotiate and award a firm-fixed price sole source sevice contract to a Women-Owned Small Business Program (WOSB) in accordance with FAR 19.1506(b) to SILOTECH GROUP INC 18918 RIDGEWOOD PKWY, SAN ANTONIO, TX 78259 USA. The contract will be awarded under the authority of 10 United States Code (USC) 3572, as implemented by FAR 13.106-1(b)(2), FAR 13.500(a), and DAFFARS 5313.501.

The applicable NAICS is 541512 with a size standard of $34M and PSC code is DA01. The following is a brief description of the acquisition requirement: Implementation services for a custom designed Salesforce Service Cloud application, providing minimum marketable features (MMF) of a centralized platform for Air Force Research Lab personnel.

Additionally, the application will automate business processes across a 7-stage operational framework, including engagement, new work requests, team reviews, estimates and proposals, readiness, execution, and transition (discharge). Expected period of performance (PoP) is 15 weeks after award. This special notice serves as a notice of intent to award a sole source contract and it is not a request for competitive proposal and it is not a request for offers.

A determination by the Government not to compete this procurement is solely within the discretion of the Government. A Post Award synopsis will be posted within 14 days after award and will include the sole source justification in accordance with (IAW) FAR 13.501(a)(iii)
