BACKGROUND The National Highway Traffic Safety Administration (NHTSA) is an operating administration within the U.S. Department of Transportation whose mission is to save lives, prevent injuries, and to reduce traffic-related deaths and economic losses resulting from motor vehicle crashes.
NHTSA accomplishes its mission in part by: Researching and demonstrating promising strategies to encourage positive traffic safety behaviors; Planning and executing strategic communications campaigns to conduct high-visibility enforcement programs and educational campaigns.
The objective of this Contract is to provide timely, efficient, effective and expert marketing, and advertising support to NHTSA in the management of its national seat belt and alcohol impaired driving campaigns and other highway traffic safety programs regarding child passenger safety, distracted driving, speed, pedestrian, motorcycle, bicycle, school bus, and older driver safety programs.
In addition, the Contract may be used to develop communication materials for traffic safety efforts that target Hispanic and other ethnic populations. The Contractor shall provide all the necessary personnel, materials, supplies and services which are necessary to perform national communications, marketing, and media support services as described in this contract. The Contractor shall fulfill work requirements in accordance with the Statement of Work (SOW), Section C and other terms and conditions of the contract.
All support services provided to the Government shall be performed by the Contractor employees or personnel otherwise retained by the Contractor. This is an Indefinite Delivery, Indefinite Quantity (IDIQ) Type Contract, whereby Time & Material (T&M), Firm Fixed Price (FFP), Cost Reimbursement (CR), or combination thereof, Task Orders shall be issued in accordance with Federal Acquisition Regulation (FAR) 16.5.
