Notice of Intent to Sole Source for Building 20145 at WPAFB

SPECIAL NOTICE: The U.S. Army Corps of Engineers Louisville District (USACE) will be including brand name specifications in an existing construction contract for the Renovate Research Facility for MS&A – F/20145 at Wright-Patterson Air Force Base (WPAFB), Ohio.

As part of the construction contract, USACE intends to include the following sole source requirements: Johnson Controls HVAC Control Software and associated equipment: The contract solicitation will include a sole-source brand name requirement for equipment and material for the Johnson Controls HVAC Control Software. The HVAC controls and monitoring system selected for use on the Renovation F/20145 at WPAFB will be manufactured by Johnson Controls.

The salient characteristics of the software and equipment will be included in the Design Bid Build Solicitation. Johnson Controls has offices and authorized sellers around the world and in the WPAFB region. Johnson Controls iStar Controller hardware and Software House CCure9000: The contract solicitation will include a sole-source brand name requirement for equipment and material for the JJohnson Controls iStar Controller hardware and Software House CCure9000 for the access control system and associated equipment.

SimplexGrinnell fire alarm system equipment: The contract solicitation will include a sole-source brand name requirement for equipment and material for the SimplexGrinnell fire alarm system equipment. The fire alarm system equipment will provide a complete control panel fully enclosed in a lockable steel cabinet which must be compatible with and integrated within the existing fire alarm system at Wright-Patterson Air Force Base (WPAFB).

The fire alarm system is manufactured by SimplexGrinnell, Westminster, Massachusetts *This is not a solicitation for competitive proposals; however, if any interested party believes that they can meet the above requirement, they may submit a capability statement to the point of contact listed in this Special Notice. All information furnished must be in writing and must contain sufficient detail to allow USACE to be able to determine if the interested party can perform the requirement described herein.

All responsible sources may submit a capability statement which shall be considered by the agency. The submission must be received no later than 11:00 AM ET on 30 July 2025 to Thomas.S.Nauert@usace.army.mil.
