NOI: USAFA Sole Source Award to TA Instruments - Waters LLC

Notice of Intent to Sole Source – USAFA HR 30 DHR Attachments & Accessories This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2 - Synopses of Proposed Contract Actions.

The 10th Contracting Squadron, US Air Force Academy, CO, intends to award a firm fixed-price commercial purchase order to a single source using simplified acquisition procedures under the authority of FAR 13.106-1(b)(1)(i) on or about July 10, 2024, to TA Instruments - Waters LLC, 159 Lukens Drive, New Castle, DE, 19720. The NAICS code for this requirement is 334516 and the PSC code is 6635. The size standard as defined by the U.S. Small Business Administration is 1,000 employees.

The US Air Force Academy, Chemistry Research Center (CRC) and Department of Chemistry (DFCH), have a requirement for attachments and accessories for use with a TA Instruments HR 30 Discovery Hybrid Rheometer. Market research has determined TA Instruments - Waters LLC is the only vendor who can supply the compatible attachments and accessories meeting the requirements at Attachment 1 – Salient Characteristics THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTATION. A SOLICITATION WILL NOT BE POSTED.

The Government intends to proceed with this sole source action. This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. All responsible sources who believe they can fulfill this requirement may submit a capability statement showing clear and convincing evidence that competition of this requirement would be advantageous to the Government. Oral communications are not acceptable in response to this notice.

A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. Responses and questions shall be submitted to tammy.martin.6@us.af.mil and april.delobel.1@us.af.mil no later than 8:00 a.m. MDT on 3 July 2024. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. Contractors must have a current registration with the System for Award Management at http://sam.gov/. The Government bears no legal liability for any costs incurred by responding to this notice.
