SPECIAL NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT. THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD. This Notice is to announce that the Department of Veteran Affairs, Consolidated Mail-Out Phamacy(CMOP) located in Shawnee, KS., is proposing to negotiate a contract with M-Pak, Inc., a Woman Owned Small Business on a sole source basis for 13 X 11.5, 2.5 Mil sidepouch mailers.

The manufacturer of the packaging machines has bags that are guaranteed to perform in the machines. Since the Shawnee facility is not in operation, it is impossible to test any other bag. Also, the lead time to manufacture and deliver the product can take up to 12 weeks; making this an urgent procurement.

Therefore, the Contracting Officer will sole-source this requirement to M-Pak, Inc., an WOSB and the current supplier of these items under the author of Unusual and Compelling Urgency per 41 USC §3304(a)(2) as implemented by FAR 6.302 2. This is not a request for quotes and any interested party may notify the network contracting office (NCO) 15, via email to kelly.mann@va.gov to express their ability to provide these products for future needs.
