Notice of Intent to Sole Source Blood Gas cobas b221 Reagent Rental Agreement

In accordance with FAR 8.405-6(b), this Notice of Intent is to inform all parties the Department of Veterans Affairs, Network Contracting Office (NCO) 19 located at 6162 South Willow Drive Suite 300, Greenwood Village, CO 80111 intends to award a sole source procurement for the following requirement to the large business manufacturer, Roche Diagnostics Corporation, 9115 Hague RD, Indianapolis, IN 46256: CLIN DESCRIPTION OF SERVICES QTY UNIT OF ISSUE 0001 Reagent Rental Agreement for cobas 221b rental, maintenance, reagents and consumables Period of Performance: November 1, 2024 through October 31, 2025 1 Year VISN 19 proposes to enter into a short-term firm-fixed price, one (1) year follow-on agreement for Roche Diagnostic cobas b211 Blood Gas Reagent Rental Agreement which includes use of three (3) contractor-owned blood gas analyzers, reagents, quality control (QC), consumables, maintenance, and troubleshooting for Jack C. Montgomery VA Medical Center and Ernest Childers VA Health Care Center until a new 5-year award can be competed.

This will allow for the three to six months required for delivery, installation, and validation of new blood gas analyzers without the interruption in patient testing. The current cobas b211 analyzers are leased from Roche Diagnostics. Roche Diagnostics is the sole manufacturer and service provider for the Roche cobas b211 Blood Gas Analyzer and associated products.

The cobas b211 analyzer and associated products are proprietary to Roche Diagnostics and only available for purchase in the United Stats directly from Roche Diagnostics. The associated North America Classification Systems (NAICS) Code is 811210 and the Business Size Standard is $34 million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES.

Interested parties may identify their interest and capability to respond to this requirement no later than 9:00 AM Mountain Time, Monday, October 28th, 2024. Information received in response to this notice must clearly demonstrate the capability of meeting the Government s need as stated above. Include any relevant information (specifications, cut sheets, brochures, capability statement, etc.) confirming the ability to supply the products and/or any services outlined in this notice.

A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The Government is not responsible for any potential costs incurred from interested parties desiring to respond to this notice.
