PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) intends to award an indefinite-delivery, indefinite-quantity contract on a sole source basis to Agena Bioscience, Inc. of San Diego, CA, to provide preventive maintenance and repair services on an Agena Bioscience MassArray® system and associated Chip Prep Module.

This procurement is being conducted under Federal Acquisition Regulation (FAR) Parts 12, 13, and 16. The Central Arkansas Veterans Healthcare System (CAVHS) has a requirement for a contractor to provide all labor, materials, parts, equipment, software, software updates, skilled labor, transportation, and supervision required to provide preventative maintenance and repair services on an Agena Biosciences MassARRAY Analyzer 4 and Chip Prep Module 96 (CPM).

Based on market research it has been determined that Agena Bioscience, Inc. is the only vendor capable of providing all necessary services in accordance with original equipment manufacturer requirements. It is anticipated that any contract award for these services will include the clause at VAAR 852.212-71, Gray Market and Counterfeit Items.

Therefore, the awardee shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. If responding to this announcement, please provide a copy of such documentation. This notice is being distributed solely through the U.S. General Services Administration's website at https://sam.gov.

Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. The applicable North American Industry Classification System code (NAICS) is 811210, Medical and surgical equipment repair and maintenance services. The Government intends to negotiate with only one source under the authority of FAR 6.302-1.

Interested parties may identify their interests and capability to respond to this requirement by email to james.hunt2@va.gov, no later than 4:00pm (Central Time) Thursday, June 27, 2024. Only emailed responses will be considered. Information received will be utilized solely for determining whether to conduct a competitive procurement. A determination not to compete this proposed acquisition based upon responses to this notice is at the sole discretion of the Government.
