629-24-3-106-0405 RALS Data Management for ABG Analyzers (VA-24-00071457)

This is an INTENT TO SOLE SOURCE NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements), to Abbott Rapid Diagnostics Informatics Inc., 2000 Holiday DR Charlottesville, Virginia 22901-2899 for the RALS for ABG Analyzers for existing server.

This will be posted to contracting opportunities from 06/06/2024 through 06/21/2024 under NAICS 541511. The Vendor shall provide all necessary services for the install of the Remote Automated Laboratory Systems (RALS) software technology which connects to multiple ABG/Co-Ox Analyzers for the existing RALS server at the VAMC according to OEM. This action will result in a firm-fixed-price service contract.

The period of performance shall be for one year beginning August 1, 2024, to July 31, 2025. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement not later than 06/21/2024 at 4:00 pm CST, to tiffany.conner@va.gov . The capabilities statement must provide clear and Unambiguous Evidence to substantiate the capability of 3rd party to provide the required services. Responding as an interested party under the www.beta.sam.gov website does not constitute convincing evidence of capabilities. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal and facsimile responses are not acceptable and will not be considered.

All interested parties are reminded to be registered with System for Award Management (SAM) at https://sam.gov/SAM/ in order to be eligible for award of Government contracts. No telephone calls will be accepted. If after June 21, 2024 @ 4pm CST, no viable responses have been received in response to this announcement, NCO 16 shall negotiate solely with Abbott Rapid Diagnostics Informatics Inc. The Government anticipates the award of a firm-fixed-price contract.

A determination by the Government whether to compete the proposed requirement shall be based upon responses received and is solely within the discretion of the government. Information received shall be considered solely for the purpose of determining whether to conduct a competition.
