This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to obtain information from qualified sources with special interest relative to the North American Industry Classification Code (NAICS) 334310, Audio and Video Equipment Manufacturing.
The Government will not pay for information received in response to this Sources Sought, nor will the Government compensate any respondent for any cost incurred in developing the information provided. This Sources Sought does not constitute a commitment by the Government. Information provided in response to this market survey will be used for informational purposes only and will not be released. Contractor participation is not a promise of future business with the Government.
Requirement The Department of Veterans Affairs, Veterans Integrated Services Network (VISN) 12, Network Contracting Office (NCO) 12, Edward J. Hines, Jr VA Medical Center, Central Blind Rehabilitation Center, located at 5000 S. 5th Ave. Hines, IL 60141-3030 has a requirement for the provision of an enterprise level virtual and extended reality (VR/XR) software infrastructure made for healthcare.
The acquisition of the virtual reality software infrastructure will introduce visually impaired female veterans to an immersive technology experience as a modality to develop a personalized health care plan based on values, individualized needs and identified goals.
The platform will be utilized to provide blind rehabilitation assessment and/or training, to include visual acuity, visual tracking, contrast sensitivity, fall assessment, as well as vision-specific modifications (e.g., text-to-speech, voice commands, magnification, edge enhancements, and scene remapping). The assessments and training activities will be conducted as per the guidelines provided by the VA Blind Rehabilitation program.

Please include descriptive literature for equal products. Interested vendors capable of meeting the requirement should follow the instructions below.
In addition to estimated pricing per unit responses must include the following information: Company name, address, point of contact and email address Size status and representation/s of the company (i.e., Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUBZone, Woman Owned Small Business (WOSB), Large Business, etc.) Is the company considered a small business under the NAICS code 334310? Does the company manufacturer the product being offered?
If an authorized distributor/reseller response must include documentation from the manufacturer confirming authorization to sell the referenced items and/or products being offered. Does the company alter; assemble; modify; the products being offered any way? If the company has a current federal contract, are the products being offered available on the contract? Responses to this sources sought must be received no later than May 20, 2024, at 3:00pm central time. As a reminder, this is a Sources Sought announcement only. There is no guarantee, expressed or implicit, that the market research for this acquisition will result in a particular set-aside or sole source award, or any other guarantee of award strategy. All information is to be provided on a voluntary basis at no charge to the Government.
