INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office (NCO) 10, John D. Dingell VA Medical Center, Engineering Department (138), 4646 John R Street, Detroit, Michigan 48201-1916 intends to award a Base Year Contract with two (2) one-year, Option Year Renewals, as a firm fixed price contract.

This shall extent the Original Equipment Manufacturers (OEM), Johnson Control Fire Protection, LP product maintenance, services, and software updates that are required to correctly operate the SimplexGrinnell Fire Alarm and Detection Systems, which shall also include all Fire alarms, Fire Sprinkler, Fire Extinguishers, Required Repairs, Testing, and Inspections at the John D. Dingell VA Medical Center.

All work shall be completed by a NICET Level II (or higher) technician and/or inspector that has been certified and trained by the OEM, Johnson Controls Fire Protection, LP and shall conduct ALL fire alarm inspection, maintenance, services, and required software updates at the John D. Dingell VA Medical Center. The required testing shall be conducted in accordance with NFPA and the VA Fire Codes. In addition, all reporting shall comply with the Joint Commission Elements of Performance.

In accordance with FAR, Section 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.

The Department of Veterans Affairs intends to award to the following Vendor: Johnson Control Fire Protection, LP 24755 Halsted Road Farmington, MI 484100-1612 The Period of Performance (POP) will be from February 12, 2024, to February 11, 2027. The Associated North American Industry Classification System (NAICS) Code is 561621 (Security Systems Services) applicable index entries includes the following:

Alarm system monitoring services. Alarm systems sales combined with installation, repair, or monitoring services. Burglar alarm monitoring services. Burglar alarm sales combined with installation, repair, or monitoring services. Fire alarm monitoring services. Fire alarm sales combined with installation, repair, or monitoring services. Security alarm systems sales combined with installation, repair, or monitoring services. Security system monitoring services.

The Business Size Standards in Millions of Dollars is calculated at $25 million dollars. The Sole Source Rationale is based on the Government s belief that Johnson Control Fire Protection, LP currently holds all the proprietary rights on the instruments, software, supplies, services, and warranty services that is currently utilized at the John D. Dingell VA Medical Center. Technicians are required to hold a current OEM Certificate to conduct any work at the John D. Dingell VA Medical Center.

This Notice of Intent is not a Solicitation or Request for Competitive Quotes or Offers. No solicitation package is available. A determination not to compete this requirement is solely within the discretion of the Federal Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in detail to demonstrate the ability to meet the subject requirement.
