Lippincott Advisor and Procedures Database Subscription for Bay Pines VA Health Care System

NOTICE OF INTENT TO AWARD SOLE SOURCE: The Department of Veterans Affairs (VA) Network Contracting Office 8 (NCO 8) intends to award a sole source firm fixed price contract to Wolters Kluwer Health, Inc, 16522 Hunters Green Parkway, Hagerstown MD 21740. The period of performance will be for one (1) base year plus four (4) one-year options to support the Bay Pines VA Health Care System (BPVAHCS) located at 10,000 Bay Pines Blvd, Bay Pines, FL 33744. This acquisition is conducted under the authority of 41 U.S.C.

1901 Simplified acquisition procedures as implemented in FAR 13, only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS Code is 513210 Software Publishers (SBA Size Standard $47 Million). This requirement is to provide annual subscriptions (Software-as-a-Service) to access Lippincott Advisor and Procedures Library Databases.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to provide the requirements. Failure to provide this information will be considered non-responsive and will not be considered a viable source.

Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered.

As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. If no responses are received, the Government will proceed with the award. Responses are due no later than October 7, 2025, by 10:00 AM (EST). Responses shall be submitted via e-mail to Cindy.Smith@va.gov. Telephone requests or inquires will not be accepted.
