The Network Contracting Office 8 (NCO-8), San Juan Commodities and Services Team, intends to negotiate a sole-source purchase order under the authority of FAR 13.106-1(b)(1)(i). The associated NAICS code for this requirement is 334510, with a small business size standard of 1,250 employees, and Product Service Code 6515, Medical and Surgical Instruments, Equipment, and Supplies.

The identified vendor is E3 Diagnostics, Inc., as they are the sole representative of the Interacoustics, Micromedical by Interacoustics, and Virtualis product portfolios, including all related services within zip codes 321, 327, 329-334, and 349 in Florida, as well as all of Puerto Rico. The Audiology and Speech Pathology department at the VA Caribbean Healthcare System requires a contractor to provide Interacoustics Audiometers and Function Screening Devices.

The equipment shall be delivered and installed within 120 calendar days after the purchase order award. This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers, and no solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
