VISN 4 Hub Medicopia Software Specimen Collection System | New Requirement

The Veterans Integrated Services Network (VISN) 04 Office intends to negotiate a sole source under the authority of FAR 12.106-1 (Limiting Sources) for a VISN-wide BPA supplying Lattice, Inc. s Medicopia Specimen Collection Software through their sole authorized distributor, Data Capture Solutions, at 160 WEST RD, ELLINGTON, CONNECTICUT 06029-3723 USA. The sole source justification for this action will be posted with, or 14 days after, the contract award.

Simplified Acquisition Procedures will be used, and the resulting contract will be a firm fixed-price open market BPA. The NAICS Code is 513210. This special notice serves as notice of intent to award a sole source contract and is not a request for competitive proposals and is not a solicitation or a request for offers. A determination by the Government not to compete this procurement is solely within the discretion of the Government. This notice of intent to sole source response deadline was extended from 12:00PM EST, 4 February 2026 to 12:00PM EST 16 February 2026.
