To Whom It May Concern: This acquisition was conducted in accordance with (IAW) 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Overhaul VA Deviation 6.103-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by the Department of Veterans Affairs Acquisition Regulation 806. Please take note that the correct authority is FAR Overhaul VA Deviation 6.103-1.

FAR 6.302-1 Only One Responsible Source (except Brand Name) is used here since the system currently does not have a FAR Overhaul VA Deviation 6.103-1 option.

IAW FAR Overhaul VA Deviation 6.301, the Department of Veterans Affairs (VA) is posting the approved Justification for Other Than Full and Open Competition for the acquisition of Solventum Health Information Systems Inc., Coding and Reimbursement System Plus Software for VA s Health Information Coding, Billing, and Auditing Encoder Software Solution, as well as associated maintenance and technical support.

This procurement is required to support VA s coding and revenue professionals in coding and billing medical visits and inpatient stays at Veterans Health Administration facilities.
