This is a combined Synopsis/Solicitation for commercial services in accordance with Federal Acquisition Regulations (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP); the number is 36C10B25R0013.

The Department of Veterans Affairs (VA), Office of Acquisition Operations, Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, NJ 07724 intends to award a firm-fixed price (FFP) contract. The subject Request for Proposal is in support of Department of Veterans Affairs (VA), Institute for Learning, Education and Development (ILEAD). ILEAD provides educational services and instruments to the Veterans Health Administration. One of the services ILEAD supports is mentoring.

To continue supporting this service, ILEAD determined that a Software as a Service (SaaS) mentoring software platform is needed to create an enterprise mentoring program that will improve employee engagement and advancement by automating the mentor/mentee matching process. This is not a brand name requirement. This effort is open to all small businesses and brands able to meet the Government s requirements.

The SaaS software will be acquired in the base period as a pilot to evaluate if the product can satisfy ILEAD s requirements. At the end of the pilot performance period, ILEAD will determine if the software satisfies the VA requirements. If the software is successful, more users may be added to the program in the option period. The base period of the pilot will include up to 10,500 users.

The Period of Performance shall be 12-months from award date with one (1) 12-month option period for up to a total of 20,000 users. All Questions should be submitted by March 17, 2025 by 3:00 pm est.
