For transparency, VA TACs Technology Acquisition Desk book states at PART 5: PUBLICIZING CONTRACT ACTIONS (101) Request for Information (RFI) Loopback that: In accordance with VA TAC's HCA guidance, if an acquisition strategy remains unknown 30 days after the initial RFI was issued, the CO/CS is required to communicate this information to the vendors.

The CO/CS should inform the vendors that the Agency has yet to determine the acquisition strategy, but a status update will be provided every 30 days until such time as the strategy is known and shared. (a) After responses to a posted RFI have been reviewed, the CO/CS must amend the RFI(s) to inform potential vendors of the intended outcome." As such, based on the technical analysis of the responses received to the RFI posting, VAs acquisition strategy will be a full and open competition.
