US Department of Veterans Affairs Amplifire Subscriptions & Services The Department of Veterans Affairs (VA), Office of Information & Technology (OIT) Member Services (MS) Training and Quality Management (TQM) in their mission to provide world class learning events to Veterans Health Administration (VHA) personnel. MS is based out of four locations, in Topeka, KS, Waco, TX, Atlanta, GA, and Canandaigua, NY.

MS TQM delivers learning events to internal business lines, including (but not limited to) Pharmacy Customer Care, Help Desk, Veterans Transportation Program, First Party, and the National Call Center for Homeless Veterans. MS TQM supports Veterans nationwide via the Health Eligibility Center through VHA s National Enrollment Standardization Training and Income Verification trainings.

MS TQM has a need for Amplifier software as a learning management system (LMS) which supports the standards for accessibility and security set forth in VA Directives for training and education. Amplifire will supply MS TQM with authoring access for the creation of course content, and technical support and learner licenses for student access. Additionally, analysis tools included in the software package ensure excellent learner performance supporting business line specific builds.

Amplifire is a commercial product which provides comprehensive authoring software and an e-learning platform which integrates neurobiology and cognitive psychology. With multidimensional big-data analytics Amplifire is projected to aid in improved learning outcomes and facilitate increased Veteran satisfaction with MS business line interaction. This web-based service can develop and deliver healthcare alliance courses, related testing, assessment, and validation.

The platform provides comprehensive data collection, storage, and reporting capabilities to assist managers and leadership in strategic planning and resource management to improve clinical outcomes.

Benefits to the agency are improved Veteran outcomes through professional education; courses utilized in place of existing competency assessments to eliminate duplicate work; administers both initial and ongoing education to assure information retention and confidence of staff; and the ability to integrate with the Talent Management System (TMS).This combined synopsis/solicitation for commercial products or commercial services is prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6.

The combined synopsis/solicitation is issued a sole source acquisition to Knowledge Factor, Inc. The intended award will be a firm-fixed price contract. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

The North American Industrial Classification (NAICS) for this effort is 513210. The anticipated award date is on or about January 31, 2024. This notification shall close on January 18, 2024 at 2:00 PM EST.
