The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition & Grants Office (AGO), Western Acquisition Division-Boulder (WAD), Chemical Sciences Laboratory (CSL), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Original Code Consulting located in Boulder, CO for Labview data acquisition software and support services to be performed in Boulder, CO.

The sole source determination is based on NOAA’s requirement that Original Code Consulting is the only vendor that manufactures and distributes Labview data acquisition software and support services. Original Code Consulting offers a software package known as MICAS-X, written in the LabView programming language, that is specifically designed for highly configurable interfacing for data acquisition systems.

This software package is modular, meaning that individual data acquisition components can be selected and assembled at the choice of the user. The existing code for the NOAA Cavity Ring Down Spectroscopy (CRDS) instruments is written in this platform. No other vendor can support this existing software. Original Code Consulting has previously written the custom LabView code for all components of the iWAS system, except for the GC-MS instrument.

All components of the iWAS system (flight system, GC-MS instrument, calibration system, and cleaning oven) must all be compatible and serviceable. Original Code Consulting is the only vendor that supplies, supports, and services the MICAS-X software package, and the associated LabView programming language, codes, and interfacing built into and compatible with the iWAS/GC-MS and CRDS instruments used by NOAA CSL.

Base Year: March 1 2025 to Feb 28, 2026 Option Year 1: March 1 2026 to Feb 28, 2027 Option Year 2: March 1 2027 to Feb 28, 2028

This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
