The sole source determination is based on NOAA’s requirement that Original Code Consulting is the only vendor that manufactures and distributes Labview data acquisition software and support services. Original Code Consulting offers a software package known as MICAS-X, written in the LabView programming language, that is specifically designed for highly configurable interfacing for data acquisition systems. This software package is modular, meaning that individual data acquisition components can be selected and assembled at the choice of the user. The existing code for the NOAA Cavity Ring Down Spectroscopy (CRDS) instruments is written in this platform. No other vendor can support this existing software. Original Code Consulting has previously written the custom LabView code for all components of the iWAS system, except for the GC-MS instrument. All components of the iWAS system (flight system, GC-MS instrument, calibration system, and cleaning oven) must all be compatible and serviceable.
