Nature of the Solicitation: This is a sole-source procurement for a 12-month maintenance service contract for the IP6500 VACIS non-intrusive inspection scanner. The contract covers a one-year period of performance.

Basis for Sole Source: The statutory authority permitting other than full and open competition is 41 U.S. Code 1901, as implemented by FAR 13.501(a) and FAR 13.106(b). Specifically, this authority permits contracting on a sole-source basis. The attached Single Source Justification provides further details. The contractor possesses unique qualifications and expertise required to maintain the IP6500 VACIS scanner, which limits the availability of alternative sources.

Market Research & Justification (Summary): Market research was conducted to confirm that no other vendors could meet the specific requirements for maintaining the IP6500 VACIS scanner.
