National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with OCLC, Inc. out of Dublin, OH for OCLC for nonpersonal services including library service platform with acquisitions, circulation, license management, metadata management, interlibrary loan, analytics and discovery functionality, including streamlined workflows via interoperability with OCLC’s WorldCat knowledge base and ILLiad software access for the integrated library system located in Boulder Labs Library, Colorado.

The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) requirement that OCLC is the sole provider of OCLC full collection of the services is provided under an established exclusive licensing agreement, proprietary data, limited rights in data, patent rights, copyrights or secret processes with regard to the supplies or services required. No other service can provide the scope and breadth of materials and participating libraries.

It is the single resource used by all types of libraries to provide these services from public to academic to government research facilities. The Base period of performance will be from 8/31/2024 through 7/1/2025 and for the four options years will be from 8/1/2025 through 7/31/2029.

This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
