Small Business Service Description: Propulsion and Bow Thruster Control System Upgrades, Steering System Upgrades and DP system checks for R/V Isabella Rose (Gladys Reese) to be performed at: NOAA/SEFSC 202 Delmas Avenue Pascagoula, MS 39567 (NOAA facility berthing on the Pascagoula River) The sole source determination is based on NOAA’s requirement that Beier Radio LLC. is the only vendor that has engineered, designed, and installed the Propulsion and Steering Systems on the RV Gladys Reese, they are uniquely qualified to provide highly skilled service that is unavailable from any other company.
Soliciting these services from other sources may result in unrepairable damage to the Propulsion and Steering Systems and require a complete replacement, which would significantly increase the cost of this service and time to complete the work. This would result in lost days at sea and unrecoverable data losses that are critical to managing valuable U.S. fisheries resources risking overfishing and fisheries stock collapse.
In addition, the RV Gladys Reese is currently equipped with Beier Propulsion and Steering Systems designed and installed by Beier Intergrated Systems (BIS). BIS is the only company currently qualified and available to service this proprietary equipment. No other contractors are qualified to service the equipment and similar products cannot be modified to be compatible with the current Propulsion and Steering Systems. Delivery within 10 weeks from date of award.
This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
