NON-PERSONAL PREVENTATIVE MAINTENANCE SERVICE FOR EATON UPS 9395-275

THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION’S (NOAA) ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-BOULDER, National Weather Service (NWS) Office of Water Prediction (OWP) National Water Center (NWC), INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH EATON CORPORATION FOR non-personal preventative maintenance service for a base and 4 option years TO BE PERFORMED AT TUSCALOOSA, AL.

THE SOLE SOURCE DETERMINATION IS BASED ON NOAA’S REQUIREMENT THAT EATON CORPORATION IS THE ONLY VENDOR THAT PROVDES THIS SERVICE. The National Water Center has a UPS System (Eaton Model #9395-275-275 Serial Number EG223BAA10: capacity 240KW, 300KVA, 240 battery cells) that provides a power bridge between our utility power and our generators in the event we lose utility power. This protects the data centers, cooling equipment, security systems, as well as most desktops and laptops.

This utility component is critical in protecting the IT equipment located in two separate data centers within the building. The UPS system is now out of original manufacturer’s warranty and a preventive maintenance service contract is needed. The required services must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the Eaton source is uniquely qualified to meet the requirement. Eaton is the only company qualified to update, service and maintain our UPS system. Eaton is the only authorized provider of service support.

PERIOD OF PERFORMANCE:

Base Year: July 1, 2024 through June 30, 2025 Option Year 1: July 1, 2025 through June 30, 2026 Option Year 2: July 1, 2026 through June 30, 2027 Option Year 3: July 1, 2027 through June 30, 2028 Option Year 4: July 1, 2028 through June 30, 2029

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
