This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with FAR 12.603 and issued using FAR Part 13 Simplified Acquisition Procedures. The Bureau of Reclamation, Denver Federal Center, is requesting a quotation for acoustic fish tag transmitters required to support scientific monitoring for the Cle Elum Dam Helix and Roza Dam fish screen and roller gate research projects.
A Special Notice announcing the Government¿s intent to award on a sole¿source basis to Advanced Telemetry Systems (ATS) was posted on February 18, 2026. That notice explained that ATS is the only known OEM capable of providing transmitters that meet the required performance and compatibility specifications for these research programs. No capability statements or responses were received. In accordance with FAR 13.106¿1(b), the Government is issuing this RFQ prior to making any potential award.
This Combined Synopsis/Solicitation is not a competitive procurement. Only ATS is expected to submit a quotation. The Government reserves the right not to award based on this RFQ and makes no commitment to award as a result of this announcement.
