Notice of Intent to Award to Sole Source - Southwest Decision Resources

THIS IS A NOTICE OF INTENT TO SOLE SOURCE The USDA, Forest Service, intends to issue a firm fixed price, sole source purchase order to Southwest Decision Resources, UEI: ET38LV835T79 in accordance with FAR13.106-1 (b) (1) (i). This notice is not a request for competitive quotations or proposals. A single source award is being requested for Southwest Decision Resources due to their prior ongoing relationship with the Greater Sedona Recreation Collaborative (GSRC) group.

Vendor worked Phase I with this project and Phase II is now beginning. The Greater Sedona Recreation Collaborative (GSRC) is a diverse group of community members, businesses, and governmental agencies working together to address the burgeoning recreation impacts in the Sedona, AZ area. Phase 1 was just completed after a multi-year process that was facilitated by Southwest Decision Resources (SDR). The continuation of facilitation is critical to the success of the GSRC as Phase II begins.

Southwest Decision Resources has been the facilitation team from the start of the GSRC and have been compensated from the other governmental agencies (AZ State Parks) while the USFS works through the contracting process. For over a year SDR has hosted and facilitated regular meetings. As facilitators they have provided research, guided conversations, compiled notes, written a final “recommendations” document and presented findings to various entities.

Interested parties may identify their interests and capability to respond to this requirement by July 10, 2024 at 8:00 PM (EST). Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any information submitted by respondents to this synopsis is strictly voluntary. The Government does not intend to pay for any information provided under this notice.
