Rapiscan Service plan

The U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) intends to enter a firm-fixed-price contract with U.S. Testing, LTD under Federal Acquisition Regulation (FAR) 13.106(b). This requirement is for a preventative maintenance service plan for four (4) Rapiscan Systems x-ray machines located in Manhattan, KS. See attached justification. The estimated value is less than the simplified acquisition threshold. This notice of intent is not a request for competitive quotes.

However, all responsible sources may submit a response which shall be considered by the agency. Responses must contain information sufficient in detail to allow USDA to determine if the party can perform the requirement. Responses and questions must be submitted in writing to Jason Wilking at Jason.l.wilking@usda.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based on the responses to this notice is solely within the discretion of the Government.
