Public Record Parcel Land Data

NOTICE OF INTENT TO AWARD SOLE SOURCE: This is a notice of intent to award a sole source contract. Pursuant to Federal Acquisition Regulations (FAR) 13.106-1(b)(1)(i). Contracting Officers may solicit from one source if it is determined only one source is reasonably available to satisfy agency requirements, as supplemented with additional information in this notice. Surces were sought and did not satisfy the agency’s requirements.

The National Agricultural Statistics Service (NASS) intends to award on a sole source basis a Firm Fixed Price contract to CoreLogic Solutions, LLC to provide Public Record Parcel Land Data. CoreLogic provides a service that gathers local administrative records and other information on land ownership within counties across the US. CoreLogic is the only company that takes the additional step of cleaning, standardizing, and formatting this data across all states.

Thus, the product that they offer results in a clean and consistently formatted dataset, which allows NASS to ingest CoreLogic data in NASS databases in a highly efficient, timely, and accurate manner. The justification for sole source is that CoreLogic is the only company that provides a dataset of sufficient quality and consistency for our project.

Furthermore, no competitors currently meet our data and data quality requirements; all other ways to collect this data result in raw, "messy" data that would require thousands of hours to clean, standardize, and format for consistency and make it fit for use for this project. For these reasons, CoreLogic's data represents the best value to the Government.

This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted via email to the primary point of contact. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
