The Government hereby submits a notice of intent to award a sole source Firm-Fixed-Price contract to Abbott Laboratories, INC. for Service and Maintenance Plan on the ViewMate ICE Ultrasound Console System. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with Federal Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000. The contract will consist of a base year and 4 option years; the period of performance for the base year is 15October2024 – 14October2025. Abbott Laboratories, INC. is the only source available to provide the Assurance Plus Service Plan for ViewMate ICE Ultrasound Console includes:

Parts Replacement Coverage, Software Upgrades / Revisions, Annual Preventive Maintenance 1 visit, On-Site Service, Priority Response Level 2 (within two business days), Shipping Level 2: Priority next business day morning, 24/7/365 Telephone Technical Support and Loaner Systems / Components / Modules (as needed during service/repair of Covered Product). The Extended Warranty Plan for the other pieces of equipment within the system includes:

Parts Replacement Coverage, Shipping Level 3: Standard next business day afternoon, 24/7/365 Telephone Technical Support and Loaner Systems / Components / Modules. No other vendor is able to work on these pieces of equipment. The total estimated value is $165,000.00. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of Naval Medical Center Portsmouth.

The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals.
