The USDA Animal and Plant Health Inspection Service (APHIS) intends to award a firm fixed price purchase order on a sole source basis, under the authority of FAR Part 13.106-1(b)(1), with Percival, Perry, Iowa for a Percival LT-41VL and H15 Ultrasonic Humidifier & Dehumidifier with Electronic RH Sensor, C9T IntellusUltraConnect and Android-based Touch Screen, with Freight/white glove delivery. 334516 – Analytical Laboratory Instrument Manufacturing with a size standard of 1,000 employees. The U.S. Department of Agriculture, Animal and Plant Health Inspection Service, Plant Protection and Quarantine (PPQ) Program seeks an environmental chamber to be placed in a secure insect containment facility at the Forest Pest Methods Laboratory on the Otis Joint Base Cape Cod, MA.

We require an environmental chamber to conduct experiments that will allow us to identify potential biological control agents for the invasive insect pest, box tree moth (BTM). Tests being conducted will investigate rearing strategies, life cycles, and host specificity of parasitoid wasps. Percival will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures).

The sole source determination is based on Percival is currently the proprietary manufacturer of the LT-41VL, low-Temperature Environmental Chamber Unit. The anticipated total value of the purchase order is $40,530.00. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
