NOTICE OF INTENT TO SOLE SOURCE REQUIREMENT

The Department of Agriculture intends to negotiate ONLY with Emerson, LLLP. under the authority of FAR 13.106-1(b)(1)(i) – Only one source reasonably available for the following items listed below. This sensor is being requested to field test as a business case study to determine if there is a more cost-effective way of running quality control tests for the National Retardant Program. The purpose of the study is to perform a direct comparison of performance against another sensor with similar capabilities.

No other company or business has been identified to perform and provide technical support both in the field and/or through telecommunications. Emerson, LLLP is the only authorized/certified provider for The Fork Viscosity Meter (FVM)

Model: FVM11C740EAC22FCEZZZ, was identified to meet all criteria to effectively operate in the Airtanker Base Plumbing System. The government intends to award a Firm Fixed-Priced purchase order. It is the Government's belief that only Emerson LLLP possesses the required capabilities to successfully meet this requirement. It is also the Government's intention to negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers.

No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Firms that believe they can provide these products are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Officer by the close of this notice. Responses must be received no later than 12:00PM (Eastern Time) on July 05, 2024.
