Notice of Intent to Sole Source - USAFA EHR Software Licenses

The 10th Contracting Squadron, US Air Force Academy (USAFA), CO 80840, intends to award a firm-fixed-price commercial purchase order to a single source under the authority of FAR 13.106-1(b)(1)(i) on or about 18 June 2024 to Qualifacts Systems, LLC., 15 Deaderick St, Suite 2300, Nashville, TN 37238. Market research determined Qualifacts Systems, LLC. to be the only known responsible source competitive in terms of price offering the overall best value solution that meets the Government’s needs.

The NAICS code for this requirement is 513210 and the PSC code is DA10. This requirement is for cloud-based commercial off-the-shelf (COTS) electronic health records (EHR) software licenses for up to 10 users at USAFA’s Peak Performance Center. The software must meet the required salient characteristics provided in Attachment 1 – Salient Characteristics (EHR Software). The period of performance is for 1 year plus one 12-month option year. THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR QUOTATION.

A solicitation will not be posted. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Information received in response to this notice will be considered solely for the purpose of determining whether conducting a competitive procurement in the future is in the best interest of the Government. All information submitted should support the offeror's capability to fulfill this requirement and shall be furnished at no cost or obligation to the Government.

Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services. Verbal responses are not acceptable and will not be considered. Responses and questions shall be emailed to tammy.martin.6@us.af.mil no later than 2:00 p.m. MDT on 7 June 2024.
