This public notice is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Part 13. The solicitation is released as a firm-fixed-price contract competition with a Brand Name Justification for some supplies. The Library’s National Audiovisual Conservation Center (NAVCC) Audio Preservation Laboratory consists of 11 preservation studios, an immersive audio listening room, and three support rooms that serve them.
NAVCC purchased the Lawo HOME System triad of servers to handle all the audio routing and traffic between these rooms for a flexible, self-contained audio network. To finalize the Audio Over Internet Protocol (IP) Installation started with the purchase of the Lawo system, the Library must acquire the remaining network hardware for an the network and have it installed, configured, and integrated into the Lawo HOME System.
This hardware shall implement an AES67 Audio Over IP network compatible with the Lawo HOME System utilizing all existing network endpoints; Merging Pyramix workstations, HAPI, and HORUS. This system must follow the Library’s AOIP Network Concept and include a minimum 12-month warranty that ensures the new system is free from defects based on material, workmanship, and integration with new and existing Library components for the complete Audio Over IP network system.

Please see the Brand Name Justification (BNJ) for the brand name aspects of the requirement. Note, the Library of Congress is holding optional site visits during the solicitation period.
