Notice Of Intent

Description: This is a notice of intent to award a sole source contract pursuant to Federal Acquisition Regulation FAR Part 13 Simplified Acquisition Procedures for Commercial Items. The ACC-APG Tenant Contracting Division, Aberdeen Proving Ground, MD intends to award a Firm-Fixed Price sole source contract to Lake Erie Portable Screeners (PITBULL), Inc. Cage Code 864N4, Small Business. The U.S. Army Contracting Command (ACC), Tenant Division, Aberdeen Proving Ground (APG), 6472 Integrity Court, Aberdeen Proving Ground, Maryland 21005 has a requirement to procure the following:

One (1) diesel-powered portable screener to conduct screening and clearance of hundreds of dirt mounds located throughout Aberdeen Proving Ground (APG). These mounds originated from many construction sites in APG and date as far as many decades ago.

Part: PITBULL 2300 Portable Screening Plant Deutz 4 cyl. Tier 4 final Diesel powered. New plant quoted in the standard configuration. Less wire cloth (screens) Wire cloth priced and ordered in addition to base price of screener as required by Customers application.

900618TKX CHUTE, SEPERATING TOP DECK AVAILABLE OPTION: Top chute designed to connect to plant purposely to capture and divert spoils of the top deck to a separate pile or type of media transfer system.

800PBSC POWER BEYOND HYD CIRCUT Kit AVAILABLE OPTION: IN ADDITION TO BASE PRICE FOR THE PITBULL 2300 PLANT. PURPOSE TO SUPPLY CONSTANT HYDRAULIC POWER TO DRIVE AND CONTROL ONE SINGLE EXTRA CONVEYOR.

900SPTW Spare Tire & Wheel OPTIONAL EQUIPMENT Part: PB-800900287UHMW Optional Discharge Chute Liner Black UHMW enhanced flow custom fit package installed on the shaker table discharge chute. Black material to be used.

Part: PB800-2300ES Kit E-stop on board PKG Pair of e-stop switches to be installed on the front and rear of 2300 main frame.

Part: PB800-2300RES Remote E-stop switch W/ 50' min lead A remote E-stop for the 2300 plant to be supplied with a 50 foot lead from the machine. PITBULL is the only USA topsoil screener manufacturer capable and willing to modify the equipment to meet our specific requirements, which includes adding a remote emergency/safety shut-off switch, and additional conveyors. Also, the recommended screener must include dual chutes capable of separating screened debris/dirt onto multiple extendable and mobile conveyors.

Furthermore, the portable screener must be rapidly deployable and road mobile without additional modifications. The North American Industry Classification System (NAICS) for this requirement is 333924. Posting date of this requirement is June 13, 2024. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Interested persons may identify their interest and capability to respond to the requirement no later than 23 June 2024 at 4PM Eastern Time. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government. This is not a Request for Quote. This is a written notice to inform the public of the Government's intent to award on a sole source basis the required services.
