Tiffany D White, Contract Specialist Description: This is a notice of intent to award a sole source contract pursuant to Federal Acquisition Regulation FAR Part 13 Simplified Acquisition Procedures for Commercial Items. The ACC-APG Tenant Contracting Division, Aberdeen Proving Ground, MD intends to award a Firm-Fixed Price sole source contract to American Chemical Society Dba Chemical Abstract Service (Cage Code 019P5, Large Business) The U.S. Army Contracting Command (ACC), Tenant Division, Aberdeen Proving Ground (APG), 6472 Integrity Court, Aberdeen Proving Ground, Maryland 21005 has a requirement to procure the following:

01 Scifinder-n Methodnow Database Subscription Database Requirements: CBC requires an integrated, web-based platform designed to:

• Search by and/or identify chemical substances and provide trusted information on chemical structures, chemical names, CAS Registry Numbers®, properties, commercial availability, and regulatory information back to the early 1900s. • Find dependable and current chemical reaction information including reaction schemes, experimental procedures, conditions, yields, solvents, catalysts, as well as commercial availability of substances with direct links to leading producer and supplier sites. • Locate information the most up-to-date chemistry and related science information found in journals, patents, dissertations. • Directly link to articles in journals CBC subscribes to.

CBC requires an unlimited number of user account and for researchers be able to search this database individually from their workstations and easily navigate through results.

The following search capabilities will be provided with ability to limit by year(s) published, subject area(s), authors, source, and company. • Searching for items by topic, keyword, author, source title, chemical formula, CAS #, chemical structure using natural language and nucleotide and nucleotide or protein sequence, with the ability to refine results. • Ability to find and identify related articles/citations and link directly to references. • Ability to save both search queries and results and create alerts. • Enables users to combine search sets created from previous searches. • Ability to create/save/export bibliographies of results and email CBC library staff with request directly from the database.

The contractor will make available linking from the item record to the full text of the article published in electronic journals subscribed to by the ECBC Technical Library as well as those available through Open Source. The database will permit individual item records be marked for retention, with the capability to be formatted for printing, downloaded to reference management software, saved to a file, or emailed in either plain text or HTML.

The contractor is the sole design, engineering, and original equipment manufacturer (OEM) and sole distributor of the above listed Scifinder-n/ Methodsnow Database Subscription. The North American Industry Classification System (NAICS) for this requirement is 519290. Posting date of this requirement is 22 February 2024. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Interested persons may identify their interest and capability to respond to the requirement no later than 22 March 2024 at 10:00 AM Eastern Time. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government. This is not a Request for Quote. This is a written notice to inform the public of the Government's intent to award on a sole source basis the required services.
