This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued.
Incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-06 effective 04 December 2023. The synopsis/ solicitation number is W91ZLK-24-Q-0001 for the purchase of one Cryostat Microtome and all associated parts as listed in the attached Purchase Description.
The Army Contracting Command Aberdeen Proving Ground, MD Tenant Division requests a Firm Fixed Price (FFP) contract for the purchase one new Cryostat Microtome with cryochamber and specimen cooling, deactivatable specimen retraction, UV lamp, vacuum system, motorized sectioning, and disposable blade holder in accordance with attached Purchase Description dated 13 December 2023. This solicitation is 100% Small Business Set-Aside, The Associated North America Industry Classification Code (NAICS) is 34516-Analytical Laboratory Instrument Manufacturing with a size standard of less than 1000 employees.
Contractor shall propose 1 (one) microtome that meets the description and specification as listed in the purchase description. The award will be based on the Lowest Price Technically Acceptable (LPTA) and the offer that meets or exceeds the purchase description.
Place of Contract Performance: 8510 Ricketts Point Road, Building E3400 APG, Edgewood Area, MD 21010 Requirement: The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The lowest price technically acceptable (LPTA) process described in FAR 15.101-2 will be used, meaning the award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the requirement specifications described in the purchase description. The technical evaluation will be a determination based on information furnished by the Contractor and in accordance with the Purchase Description.
The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. Partial quotes will not be evaluated by the Government.
SUBMISSION PROCEDURES: All questions regarding this solicitation must be submitted to the Contract Specialist via email no later than 1 February 2024 10:00 AM. Eastern Time to robert.j.rogers41.civ@army.mil. Responses to this solicitation must be signed, dated, and received no later than 08 February 2024 10:00 AM. Eastern Time.
