Notice of Intent to Sole Source with Copyright Clearance Center

This is a Notice of Intent to award a sole-source contract and is not a request for competitive quote. The statutory authority for this sole source procurement is 10 U.S.C. 2304(c) (1) as prescribed by FAR 13.106-1(b).

Mission Installation Contracting Command (MICC) Fort Leavenworth, KS intends to issue a sole source, firm fixed price award to Copyright Clearance Center, Inc. (CCC), to provide transmission of copyright permissions for the reuse of the copyrighted materials for the CARL Library at Fort Leavenworth, KS.

Due to the legal nature and intention of copyright law, the Rightsholder(s) of copyrighted works is/are vested with certain exclusive rights and may assign or otherwise delegate those rights to third parties on an exclusive or non-exclusive basis. Authority to handle the right to grant permission for reproduction of the copyrighted works within CCC’s repertory has been delegated by the copyright holders to CCC on a nonexclusive basis.

The NAICS code for this requirement 519290 Web Search Portals and All Other Information Services (Size Standard 1,000 Employees). This notice of intent is not a request for competitive quotations; however, all quotations/responses received within thirty (30) days of the issuance of this notice will be considered by the government. Interested parties may identify their capability to respond to this requirement.

Interested parties must show clear and convincing evidence that competition of this requirement would be advantageous to the Government to garner further consideration by the government. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Written responses to this Notice of Intent to Sole Source shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. MICC Fort Leavenworth will not be responsible for any costs incurred by interested parties in responding to this notice. Any quotation/response should be emailed to Carmen S.
