Notice of Intent to Sole Source ACE College Credit Recommendation Services

This is a Notice of Intent to award a sole-source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is 10 U.S.C. 2304(c) (1) as prescribed by FAR 13.106-1(b).

Mission Installation Contracting Command (MICC) Presidio of Monterey (PoM), CA intends to issue a sole source, firm fixed price award to American Council on Education, Washington DC 20036-1110, to provide college credit recommendation services concerning advanced language courses, Defense Language Proficiency Tests (DLPTs) and Oral Proficiency Interviews (OPIs) at the Defense Language Institute, the Presidio of Monterey, CA.

The NAICS code for this requirement 611310 Colleges, Universities and Professional Schools (size standard $34.5M). This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement in accordance with the posted opening and closing dates in order to be considered by the government.

Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government to garner further consideration by the government. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Written responses to this Notice of Intent to Sole Source shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. MICC Fort Leavenworth will not be responsible for any costs incurred by interested parties in responding to this notice.
