This requirement is for the purchase of software (SW) and licensing renewal in support of the main Mission Command Training Program (MCTP) contract. Support includes an Analytic Collaboration Tool, and WCOPFOR Intelligence Analysis and REDCOP Tool. Support for this SW is vital in that this sustains MCTP IT architecture used to support MCTP mission. The evaluations of proposals and quotes for the separate MCTP efforts will occur separately.

Contractors may submit proposals in response to the training contract RFP without submitting quotes in response to the software RFQ and vice versa. The Software Licensing contract will use NAICS 513210 – Software Publishers and PSC DA10 (IT and Telecom - Business Application/Application Development Software as a Service). We are looking for feedback including answers to:

Do you know of any commercial solutions available to meet this requirement? Do you know of any commercial requirements that could be modified to meet this requirement? Can you offer a no-code/low-code option in response? Is your solution cloud-based? Has your solution been used successfully on the DOD network in a way that demonstrates compliance with Risk Management Framework (RMF) and other measures of compatibility and integration? Can you quote on a firm-fixed price basis including the maintenance portion?
