This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The solicitation number W913E525Q0004 is being issued as a request for quotation (RFQ). This requirement is a total set-aside for small business concerns.
The associated North American Industry Classification System (NAICS) code is 333415– Air-Condition and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing, which has a small business size standard of 1,250 employees.
The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL)’s Office of Technical Directors in Alaska has a requirement for delivery and installation of two (2) cold climate air-to-air heat pumps at the Permafrost Tunnel shed in Fairbanks, Alaska as part of a research project to assess use of heat pumps in cold regions.
At the end of the project, approximately 1 year after the completed install, the system shall be decommissioned and uninstalled by the Contractor. The quote shall include the following requirements listed in Section C, Description of Requirement (DOR) Technical requirement: Heat pump with output between 9,000 BTU and 90,000 BTU. Certification requirement: EPA 608 Type II Certification. Proof is required with quotations.
Schedule requirement: CRREL wishes to evaluate estimated start and completion dates in “days after contract award”. This is important because the research must take place over the most severe winter months (December, January, and February). Quotes shall be presented assuming a firm fixed price award where the contractor shall cover the necessary price to deliver two (2) independent air-to-air heat pumps including installation services capable of providing heat during winter months (December, January, and February).
Heat pumps should be installed in accordance with all local codes. De-installation following completion of research project, estimated 6 months to 1 year after installation. The Contractor shall provide a 1-year warranty on defects in materials and workmanship of the installed system. Manuals shall be provided in English covering Site Preparation, Installation, Operating and Maintenance.
Total quoted price to include shipping costs FOB Destination to CRREL Permafrost Tunnel, 2126-2166 Steese Hwy, Fairbanks, AK 99712. Please reference the attached RFQ for instructions and applicable provisions and clauses. Award will be made to the responsible offeror whose offer represents the Best Value to the Government, in consideration of all factors. The basis for award will be an acceptable proposal, the price of which may not be the lowest.
The Government’s determination of what represents the best value for this requirement shall be based on the Government’s confidence that the services quoted meet the following:
1) technical capability to provide the requested supplies/services, as outlined in the Description of Requirement (DOR);
2) Proposed delivery schedule, and 3) Price.
