BRAND NAME: Black Gold - Soils (Sand, Silt, & Peat)

This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number W913E524Q0020 is being issued as a request for quotation (RFQ).

The associated North American Industry Classification System (NAICS) code is 212321 – Construction Sand and Gravel, which has a small business standard size of 500 employess. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) at Hanover, New Hampshire has a requirement to procure the following Brand Name Black Gold to support soil testing. The peat material is a brand name requirement, but the silt and sand are not brand specific.

Requirement: The requested items must be Brand Name Black Gold – Peat Moss only. Natural & Organic Canadian Sphagnum Peat Moss shall be supplied by bail or bag. In total 206 yards of peat should be provided with a total material weight of approximately 19 tons. Silt soil classified as an ML within the USCS system (ASTM 2487-17). In total 257 yards of silt (ML) material shall be provided. Fill sand classified as an SP to SM within the USCS system (ASTM 2487-17) will be provided.

In total 51 yards of fill sand shall be provided. No substitutions or alternative items. Please reference the attached redacted Brand Name Justification and the Request for Quote (RFQ) W913E524Q0020 for clauses, provisions, and offeror instructions. The following factors shall be used to evaluate offers: Ability to provide the required BRAND NAME Black Gold meeting all technical aspects listed in Section C, Description of Requirement (DOR).

Lead Time the Government may choose to award to the vendor with the shortest lead time. Total quoted price to fulfill the Government’s requirement in its entirety to include all shipping costs. Award will be made to the offeror whose quote represents the Best Value to the Government, in consideration of all factors. The basis for award will be an acceptable quote, the price of which may not be the lowest.
