BRAND NAME: 3NTR (3D Printer & Upgrade Kit)

This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number W913E524Q0019 is being issued as a request for quotation (RFQ).

The associated North American Industry Classification System (NAICS) code is 333248 –All Other Industrial Machinery Manufacturing, which has a small business standard size of 750 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2.

The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) at Hanover, New Hampshire has a requirement to procure the following Brand Name 3NTR items one (1) 3NTR A2v4 3D printer, ancillary equipment, training, and upgrade kit.

Requirement: The requested items will be used for CRREL’s existing 3NTR equipment thus it is vital all new parts are interoperable and interchangeable with CRREL’s equipment. No substitute parts will be accepted as other parts will cause extreme incompatibility. The requested items must be Brand Name 3NTR for the following items: 3NTR A2v4 3D printer or equivalent with minimum build volume of 620 x 355 x 500 mm. Must be capable of printing ABS, PCABS, ASA, PETG, CARBON, TPU, and Nylon materials.

Minimum 3 printing nozzles capable of reaching 450deg C. Print bed must be capable of reaching 160deg C. Minimum 300mm/sec printing speed. Must include slicer software required for operation and a materials management system.

Power: 220v A/C with standard US plugs.

Compatibility: Instrument must be able to print the following materials. ABS, PCABS, ASA, PETG, CARBON, TPU, and Nylon materials. Spare parts: Must include service parts for quick repair, supports hardened nozzles, includes BL Touch and Accelerometer & BL Tips. Detailed specifications: Physical footprint not to exceed 940 x 775 x 1135 mm. Upgrade Kit to Existing 3ntr A2v4 3D printer shall include the following:

Automatic bed leveling. Firmware providing automatic system diagnostics and updates. Minimum 5-inch touchscreen for print control. New motherboard and motion control system.

Other: The Contractor shall provide training via online videos and written instructions on performing the upgrade to CRREL’s existing 3ntr A2v4 3D printer.

Equipment Warranty and Manuals: The Contractor shall include a 1-year warranty covering the hardware (perform calibrations and repair malfunctions) and software (provide software updates and patches to fix errors). The Contractor shall provide information explaining its equipment warranty and support policies to cover system problems or malfunctions inherent to the system (i.e. not caused by customer use). Equipment that fails to perform as expected may need to be returned to the Contractor for troubleshooting.

The Contractor shall address equipment malfunctions inherent to the system (i.e. not caused by CRREL use). Hard copy and digital copies of manuals shall be provided in English covering Site Preparation, Installation, Operating and Maintenance. No substitutions or alternative items. Please reference the attached redacted Brand Name Justification and the Request for Quote (RFQ) W913E524Q0019 for clauses, provisions, and offeror instructions.

The following factors shall be used to evaluate offers: Ability to provide the required BRAND NAME 3NTR meeting all technical aspects listed in Section C, Description of Requirement (DOR). Lead Time the Government may choose to award to the vendor with the shortest lead time. Total quoted price to fulfill the Government’s requirement in its entirety to include all shipping costs. Award will be made to the offeror whose quote represents the Best Value to the Government, in consideration of all factors. The basis for award will be an acceptable quote, the price of which may not be the lowest.
