Notice Of Intent to Sole Source: Canary Systems Database Support Services

The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to Canary Systems, Inc. upon the basis of the authority provided at FAR 13.106-1(b). ERDC-CRREL requires database and software support services for operation of a proprietary automated and networked data collection system that aggregates all data to a central location for remote monitoring of the Moose Creek Dam.

Support services is necessary to implement already purchased Canary Systems software that enables real time remote monitoring, storage and transmission of water level and temperature data from 85 remote data logging stations located at the Chena Lakes River Flood Control Project complex located outside of North Pole, Alaska 99705. The vendor will provide software support which includes unlimited phone/email/Webex and software updates.

Task 1: Establish Database. The contractor will provide remote support assistance with maintaining the database, assist with adding new data elements, assist with importing historical data, and provide WebEx sessions for troubleshooting database issues from date of contract award through Dec 2028. Task 2: Provide database update, support, and management training.

The contractor will provide on-call support and training as needed, and software updates as they are released throughout the contracted period, utilizing web-based conferencing services. Canary Systems, Inc. has been identified as the only source capable of providing and servicing its proprietary MultiLogger software, in accordance with FAR 13.106-1(b)(1). Its software is currently in use by CRREL to monitor sensors embedded in the Chena Lake Dam.

As such, it is the only source reasonably available to create a database and provide training on its software. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed.

All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CDT, 21 February 2024 to Latosha.N.Rodgers@usace.army.mil. Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to aprospective offerors list, or to receive a copy of any solicitation.

A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
