The Geospatial Research Laboratory (GRL) requires a pulsed laser for integration into a high-altitude airborne lidar sensor. The laser will be used as the illumination source in the sensor transmitter subsystem and must have high efficiency, low power consumption, and be able to operate successfully within the environmental constraints and performance requirements. The pulsed laser will be used as a transmitter in a lidar sensor which will be designed and built at GRL to fulfill the ELS3D project’s mission.

The laser has specific characteristics which were not able to be met in any products by any identified vendor except the PYFL-M01-LP-060-004-050-1064-TO-ET1- PM14D-C1 laser sold by Lumibird, Inc. This laser will be part of a lidar sensor which will be operated at high altitude under challenging temperature and pressure conditions. A critical requirement is a limitation on the total power consumption and thermal power dissipation of the laser, which must be less than 60 W and 57 W respectively.

The sensor will operate from a minimum laser baseplate temperature of - 10 C up to a maximum laser baseplate temperature of 60 C. Lumibird is a laser manufacturing company which designs, manufactures, and distributes high performance lasers for scientific uses (research laboratories, universities), industrial (production, defense, LiDAR sensors) and medical (ophthalmology).

The laser (Model: PYFL-M01-LP-060-004-050-1064-TO-ET1- PM14D-C1 plus accessory control box) manufactured by Lumibird, meets the unique requirements. Therefore, it is recommended that this requirement be sole source to Lumibird, Inc Cage code 1TF41 The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i). This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued.

However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Verbal communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Kwamaine Clark at Kwamaine.d.clark@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 10:00AM CST, Friday, January 10, 2025.
