The United States Army Corps of Engineers (USACE) Engineering Research and Development Center – Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement for equipment that will provide in-house fabrication capabilities, including precision metal laser-cutting with all appropriate safety equipment and training. ERDC-CERL intends to award a purchase order on a sole source basis to BossLaser LLC in accordance with FAR 13.106-1(b)(1).
Market research indicates that BossLaser LLC is determined to be the only company capable of providing equipment that meets the requirements with all necessary capabilities, features, software integration, services (delivery, unloading, installation, and system-level testing of the equipment, as well as researcher training) and a two-year warranty. Specific features and capabilities of the BossLaser EliteMax laser cutter, that no other similar equipment found can match, are described herein.
The requirement are as follows Rapid high precision and repeatability fabrication capability 1.5m or greater work-area height 3.0m or greater work-area width Able to cut the below metals at the minimum listed thicknesses Aluminum (1/4” or greater) Carbon Steel (3/4” or greater) Stainless steel (3/8” or greater) Copper (1mm or greater) Able to integrate pipe cutting module if future need arises Fits within 12”x16” footprint and through 11’6” wide doorway Cutting bed accessible for forklift-workpiece interactions Enclosed cutting area Include onsite training for all of the following:
System and personnel safety Basic machine and accessory use Including multiple techniques for wide use-case range Gas integration and considerations Software use File preparation Practical system use Maintenance Basic troubleshooting Seamless Workflow Integration and Institutional Compatibility Uses same software systems as other laser-cutters pre-existing at CERL (BossLaser) and does not require additional external software licenses that must be maintained Allows use in not highly-controlled and cleaned environments.
Must allow capability to re-level systems in a simulated temporary forward operating base This is a notice of intent to sole source synopsis, not a solicitation or a request for competitive quotations. This is not a set-aside of any kind. Any interested party that believes they should be considered as capable of fulfilling this requirement should submit a capability statement of their related products or services to be reviewed for technical content.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy.
