The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to procure license support extensions and hardware maintenance coverage for previously purchased software and equipment. The equipment to be maintained includes:

one (1) Leica P40 scanner, one (1) Leica RTC360 scanner two (2) Leica BLK Autonomous Reality Capture (ARC) scanners modified for integrated backpack, as well as Cyclone software upgrades and software maintenance licenses. Additionally, we will purchase one (1) license for Cyclone 3DR – a 3D data analysis software that is part of the Cyclone software package we already own. ERDC-CERL intends to award a purchase order on a sole source basis to Hexagon US Federal, Inc in accordance with FAR 13.106-1(b)(1).

The requirement of the CERL 3D Scan team can only be fulfilled by acquiring Leica software and hardware maintenance, upgrades, and coverage directly from the original manufacturer of the equipment, Hexagon US Federal, Inc. The government research team already owns the Leica Geosystems scanning backpack equipment and customized accessories produced by Hexagon.

The statement of need for this contract includes Customer Care Packages for both of the backpack scanners currently in the CERL inventory which entails maintenance and repair of the equipment. Purchasing any other type of software would require purchasing a new scanner systems and other hardware, which is not cost effective and would also jeopardize the consistency and relatability of future tests with tests performed to date. Because of these reasons Hexagon US Federal, Inc is the sole source for this procurement.

This is not a request for proposal and in no way obligates the Government to award any contract. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy. Please provide responses to this notice, no later than the date and time listed at the top of this posting, to:

Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
