The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Construction Services for the Service Road Paving project at the Cape Cod Canal in Bourne and Sandwich, Massachusetts. This announcement is to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns for this project.

The NAICS code for this procurement is 237310. The project is planned to be issued in the Spring of 2025 with construction to take place in the Fall of 2025 and/or Spring of 2026. The estimated construction cost is between $1,000,000 - $5,000,000. On the north and south side of the canal are service roads, which are used for USACE access, as well as providing recreational benefits for both pedestrians and cyclists. The work expected to be included in this contract is the following:

Provide 1.5” hot mix asphalt (HMA) overlay in majority of locations on the north service road and part of the south service road. A handful of areas will require a partial depth replacement of the HMA. Miscellaneous work to include re-striping of the center line, replacing one drain inlet frame and grate, installing 300 feet of thickened edge curb (cape cod berm), and typical loaming/seeding adjacent to the new pavement upon completion. Contractors shall note that paving work will not be allowed the Friday before Memorial Day through Labor Day. Interested firms should submit a capabilities package to include the following:

business classification (i.e. HUBZone, small business, etc.), as well as qualifications and experience in performing the work components stated above. Please include at least two specific examples of the firm’s experience performing the work requirements stated above. The projects must have been performed within the last seven years.

Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror’s effort and their experience must also have been performed within the last seven years.
