Intent to Sole Source: Massachusetts Army National Guard Simtable

Sole Source Special Notice Solicitation for Massachusetts Army National Guard Simtable This announcement constitutes a Notice of Solicitation. The Massachusetts National Guard intends to award a contract to procure one (1) Physical Interactive Simtable Sandtable, software for training, and support and maintenance service to be delivered to Joint Base Cape Cod (JBCC).

The Simtable will be used to conduct realistic incident training scenarios with a focus on wildfire incident management scenarios that could impact military training and off-site adjacent civilian property and infrastructure. There are no agents/dealers authorized to represent this product.

An extensive online search was conducted looking for products that provide all-hazard and wildland fire customizable, dynamic modeling, using standard fire environment variables, that enables group interaction on training scenarios by taking advantages of a sand table and dynamic projection of modeled results. Additionally, 4 wildland fire professionals (1 federal, 2 state, and 1 ARNG) were contacted as to inquiring on what products exist of a similar nature to the SimTable.

No other similar product was found during the online search and the wildland fire professionals all were aware of only SimTable and no other product. This is a notice of intent that MAARNG is soliciting requirements for a fixed firm price service type purchase order. The proposed contract action for this requirement will be sole source to the following Contractor:

Simtable.com LLC CAGE Code: 6JJF5 1600 LENA ST STE D1 SANTA FE, NM 87505-3891 This sole source requirement is pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.301-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This notice is NOT a request for competitive proposals as the Government does not own or possess the facility necessary to facilitate competition for these services.

However, all responsible sources may submit a capability statement which shall be considered by the agency. A determination not to compete this requirement, based on responses to this notice, is solely withing the discretion of the Government. The Government will NOT be responsible for any cost incurred by interested parties in responding to this synopsis. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.

Issue date of the solicitation is 12 September 2024, with response date for receipt of proposal 10 days on 10 September 2024 5:00 PM EST. As this effort is currently considered a sole source requirement; the RFP will NOT be posted to SAM.GOV.
