Notice of Intent to Sole Source - UST Leak Prevention Technical Assistance

The proposed contract action is for enviornmental consulting services which the US Army Corps of Engineers (USACE), San Francisco District intends to solicit with Tellus Civic Services under the authority of FAR 19.506. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for quotes; however, all information received after date of publication of this synopsis may be considered by the Government.

Interested contractors shall respond to this notice by providing the following information: 1. Organization Name 2. Address 3. Point of Contact for information with telephone number and email address. 4. Cage Code, and 5. Capabilities information/statement showing that the organization has the ability and to fulfill the Government requirement. The contractor must be able to comply with all requirements described herein to be considered capable.

Description of Services: The contract is designated to provide independent technical review necessary for EPA Region 9 and the State of California as the State seeks to update its UST Leak Prevention regulations associated stakeholder training, and guidance documents. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform support tasks as defined in this PWS except for those items specified as government furnished property and services.

Period of Performance: The period of performance shall be from December 1st, 2024 through November 30th, 2025. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received will be considered.

If no affirmative written response is received, the service contract will be awarded without further notice. A determination by the Government not to compete this proposed service contract is based on the authorities necessary to provide a sole-source contract for this requirement. Award of this service contract will be based upon the possible responses to this notice, and is solely within the discretion of the Government.
