SINGLE SOURCE ANNOUNCEMENT This is an advance notice announcing the intent of the Nashville District (LRN) U.S. Army Corps of Engineers (USACE) to award a single-source firm-fixed price contract to KoneCranes INC. to obtain specialized rail-mounted drone surveys and analysis necessary for USACE personnel to evaluate and assess the soundness and safety of the overhead crane runway rails at multiple LRN Hydroelectric Power Generating Facilities. The contract would allow LRN Hydropower Maintenance to fulfill its duties and responsibilities in accordance with the LRN Testing and Maintenance of Power Plant Equipment Memorandum to ensure safe and efficient operation of the overhead crane.

Description of Services: The contract shall be composed of a base and options to provide for comprehensive surveys of existing crane runway rails, analyze the data against CMAA 70 standards, and produce detailed engineering drawings documenting the rail alignment at the various LRN Hydroelectric Power Generating Facilities. The use of a rail-mounted survey drone is required due to limited access and the lack of fall protection that prohibits traditional survey methods.

Please see the attached DRAFT Scope of Work for more details. The anticipated North American Industry Classification System (NAICS) Code is 541370 Surveying and Mapping (except Geophysical) Services with a size standard of $19.0M. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(i).

This notice of intent is not a request for competitive proposals; however, any interested parties may submit capability statements, technical proposals or other information demonstrating their ability to satisfy the requirement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
