NOTICE OF INTENT TO SOLE SOURCE: This notice is being published in accordance with Federal Acquisition Regulation(FAR) Subpart 5.203 in response to the mandatory requirement for a 15-day notification. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The statutory for this sole source procurement is prescribed by FAR 13.106(b)(1).

However, all responsible sources may submit a capability statement demonstration the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No request for capability briefings will be honored.

A determination by the Government not to compete this proposed contract based upon responses to this notice is sole with the discretion of the Government. Interested vendors must respond to this notice on or before 4 December 2024. The purpose of this synopsis is to announce the Government's intent to negotiate a Firm Fixed Price sole source contract with Stamps.com, located at 4301 Bull Creek Road, Austin, Texas 78731, United States.

The Army National Guard will be requiring services to provide access to Stamps.com. The contractor shall provide IT support for website related issues involving the account with the WVARNG. The contractor shall provide the service fees to JFHQ for the 11 sites located around the state. The contractor will provide online or telephonic training and support for operating the Stamps.com website. The Period of Performance shall be NLT 30 Days from issuance of award.

Stamps.com is the only service provided by United States Postal Service(USPS) to streamline the billing and postage process. The NAICS for this acquisition is 491110, PSC R604. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations.
